Formula

Monthly BAH = location profile lookup by grade and dependent status

Choose a location profile (low to high CONUS, Hawaii, or Alaska) to estimate Navy BAH. All branches use the same rate tables set by the DoD.

Worked Example

Pay grade E-5 at a medium-cost duty station with dependents gives estimated monthly and annual BAH.

BAH for Navy Service Members

US Navy BAH follows the same DoD-wide policy as all military branches. However, Navy duty stations tend to cluster in coastal metropolitan areas with higher housing costs, meaning Navy sailors often receive higher BAH than Army soldiers at inland bases.
  • BAH rates are identical for all branches at the same location, grade, and dependent status. There is no Navy-specific formula
  • Major Navy homeports (Norfolk VA, San Diego CA, Pearl Harbor HI, Jacksonville FL, Bremerton WA) are mostly in medium to high-cost areas
  • Sailors on sea duty still receive BAH based on their homeport location, even when deployed
  • E-4 with over 4 years of service and E-5 and above are generally eligible for off-base housing and BAH

Use the location codes to compare BAH across potential duty stations: 1 = low CONUS, 2 = medium CONUS, 3 = high CONUS, 4 = overseas profile, 5 = Hawaii, 6 = Alaska.

You can also calculate changes using our BAH Calculator, Army BAH Calculator, BAH by ZIP Code Calculator, Norfolk BAH Calculator or San Diego BAH Calculator.

Frequently Asked Questions

Is Navy BAH calculated differently from Army?

No. BAH policy is set by the DoD and applies identically across all branches. The same pay grade, location, and dependent status produce the same BAH regardless of service branch.

How do I choose the location code?

Use 1 for low-cost CONUS (rural bases), 2 for medium-cost CONUS (most bases), 3 for high-cost CONUS (San Diego, DC area), 4 for overseas, 5 for Hawaii, and 6 for Alaska.

Do I keep BAH while deployed?

Yes. Sailors on sea duty or deployment continue receiving BAH based on their homeport duty station. This allows them to maintain housing while away.

Which Navy base has the highest BAH?

Pearl Harbor (Hawaii) and San Diego typically have the highest BAH rates for Navy homeports. Norfolk has moderate rates, and Jacksonville FL has some of the lowest among major Navy bases.
